Yep. These guys KILLED innocent Cubones for their skull and caused massive havoc, making the spirits in Lavender Tower angry enough to lash out at people! They captured an entire city, all for Silph Co's technology! They even had their own evil gym leader! They are badass. The only one I would say rivals it is Ghetsis.
