The GI Joe Greenshirt/Trooper in the commission pic was heavily inspired by the G.I. Joe comics from Devil's Due Productions. In this continuity, the Greenshirts were soldiers used as support troops for the main G.I. Joe team. The Greenshirts were broken into three different types, infantry, navy and air force. Some of them have been given personalities and play slightly bigger roles, even gaining Joe code-names and more prominent roles.

Like the Cobra Viper, the GI Joe Greenshirt/Trooper is equipped with advanced body armour along with built-in electronic comms & uplink equipment.

The enclosed helmet's antenna serves as part of the helmet's built-in comm systems for short-range comms (imagine a real world walkie talkie unit with headphones and microphone miniaturized into a single helmet). This is the main system used by GI Joe Greenshirts/Troopers to communicate with each other. The helmet's ballistics-resistant visor/faceplate also doubles as a helmet-mounted display.

Mounted behind the right shoulder is a shoulder-mounted, walkie talkie-sized device which serves a bigger role and is usually used for long-range comms and data/network sharing. Here are its main duties:
(1) It's used for long-range comms and data/network sharing with HQ and the rest of the battlefield/command network. Basically, the info/data from the helmet and body armour sensors are gathered, processed and transmitted by the device to HQ and the rest of the battlefield/command network. In return, info/data/orders are received by the device and transmitted to the helmet-mounted displays and helmet radio.
(2) The device also doubles as a signal booster unit whenever the helmet's built-in comm systems encounters local interference or jamming. If the helmet's built-in comm systems are down, the device could also serve as a backup unit.
(3) The device's most basic function, only used for emergencies, is serving as a detachable, hand-held walkie talkie. This is only used if the helmet's built-in comm systems are down and/or the GI Joe Greenshirt/Trooper has to abandon his/her armour.

The Cobra Viper's armour/gear has similar capabilities but enjoys more advanced tech miniaturization and is technologically more refined/advanced/streamlined compared to the GI Joe Greenshirt's/Trooper's.

I wish Hasbro would have implemented a design like this at some point during the most recent run of the 1/18th-scale toys. The closest they ever got was the “G.I. Joe Trooper” from the second movie tie-in (an awkward, gangly character looking like a stripped-down Master Chief wearing a kepi and leg warmers) and the Steel Brigade Delta (a much better design, but lacking hard armour and almost impossible to find at retail).
