In T.O.U.G.H.,Charles was a very popular stage magician who's actually a conman(like the Flim-Flam Brothers in MLP).He travels and works with a french dressmaker who calls herself Mlle. Couverture(probably the reason why he wears such fine clothing).
Also,I always imagined him a being kinda androgynous in appearance.
This was supposed to be an alignment chart for T.O.U.G.H.,but it became a "fashion alignment" which is based on a Touhou alignment chart I saw in Google instead (male version,I'll do a female version after I finish this
).So the other ones are:Dapper Gent - Charles (has the finest handmade rags in town XD)
Unassuming Gent - Marshal (being the son of a rather powerful Mafia Boss and all)
Scruffy Gent - Tom (he gets his old dusty duds in his father's attic only for them to be ruined on the job,then he stitches them back up.)
Dapper Vagabond - Keswick (clothing constanty exposed in the laboratory gives them a strong aura of eccentricity)
Unassuming Fellow - Dudley (he wears anything he wants, anything)
Scruffy Vagabond - Gus (his trusty clothes are worn and jaded from travelling around the world)
Dapper Hooligan - Schism (being the Boss's right hand man brings up some expectations for his style)
Renegade Hooligan - Cole (taken from his victims and some of his fellow gangsters that he killed months ago)
Scruffy Hooligan - Snaptrap (does the term "sewer rat" makes any sense to you now?)

The fact that you've given him somewhat of a androgynous appearance is fitting, I think. Like, his appearance is a little feminine, what with the eyelashes. For some reason, whenever such a character is with a female character (in this case, possibly Couverture), it makes for an interesting looking couple.
It's different for a woman to like someone for having a softer appearance, compared to being with a more "manly looking" person. Characters such as Vaati, Raiden, and even Pit from Kid Icarus have feminine-like appearances, yet they have tons of fangirls.
Anyways, this is a very cool concept. Charles looks like he would make for a fantastic magician, and he's got a snazzy attire, as well. I also like all of the different roles you've given the characters on your list. Schism being a hooligan is 100% fitting to his character. lol
