Forgive me, I'm horrible at explaining, but I'll do my best.
So, you draw something on the default bg layer, or create a transparent layer above it, then merge it with the white bg layer, and remove the alpha channel. Then, you create a new layer above that layer (or you can duplicate the first layer), and you change it as much as you want. I recommend that you duplicate the layer, though. Then, you can keep creating new layers/duplicating layers and drawing new things on them, and each layer you add is a frame in the animation. You can view the animation when you go to Filters>Animation>Playback. When you're satisfied with it, you save it as an .xcf first, then save the .xcf animated file into an animated .gif. If you want to make the animation slow, when you save it as a .gif, you will see a window with an option that says '100 milliseconds'. If you want it to go slower, you increase the number of milliseconds (to 110 milliseconds, or even 500 milliseconds, or more). If you want the animation to go faster, you decrease the number of milliseconds. Hope this helped.
