It's actually based on *humon 's comic, Scandinavia and the World, where it's basically using Danish stereotypes of other nations for the characters. Her Norway is obsessed with fish and nature, which is represented in this cross-over xD Hetalia's Norway is calm and rather cold natured towards others which is what makes the image humorous.
I know Norway has awesome black metal xD If I have time next summer, I'll be visiting Norway, Sweden, and Denmark.
