Korra "is aang" technically but the only way for it to be incest is if they were really RELATED ppl.(i don't even ship anything and i'm pointing this out. ha. -__-) All being the avatar really means is that a role was passed down to the next random person in a specific tribe.
So it would only be incest if Korra was like Aang's niece or nephew or something like it.
