Hope I'm not grading too hard, keep in mind I am not a drawer, but you asked for it so here you go. I am going off of deviant art's rating system.
Vision – Does the artwork present or reflect a point of view, theme or idea?
The only ones of these three it might do is vision and theme, you had an idea for a picture and put it to paper. It is a dark theme, either from some fictional universe or your own mind.
Originality – Is the artwork fresh? You definitely have a unique style here so nice and high on that. If I saw another picture of yours, without seeing who made it I could guess it was you.
Technique – Was the artwork skillfully created? Also looked at the original sketch of it, much appreciated, noticed a lot of details there I missed in the colored version. Although why wasn't that city in the background there too? Lighting is good as I can tell the light is coming from the left hand side of the image. Nice variety of color and substance too browns reds magenta steel etc...
Impact – Does the artwork resonate with you? Honestly I will probably forget about this by tomorrow, so I can't say it will stick with me. Maybe if you put these two into a written, or image series story, then they will be more memorable.
Lastly is he an inquisitor from say Warhammer40K or what?

Very interesting. Quite impressive. Though the hand does seem too spiky for my taste, but that's just little ol' me. Anyway, it is quite a piece of work. I'll fave it.
