If you look on the interneet for "Shermie KOF", you'll notice there is a character that was probably heavely inspired by this one.

In fact, Shermie appeared first time in KOF 97 and Power Puff Girls in 1998

Miss Bellum means "Lady of War" in Latin, somehow, and Shermie is a "Lady of War" that likes direct contact and hides her eyes because they are natural evil looking, so Miss Bellum is a direct expy of her, just softened up.
