Hades/Pluto have the power over death and wealth, and Hazel and Nico got an individual part of it. So I wouldn't be so sure about Hazel's ability to shadow travel! Just like Nico can't summon riches or make tunnels (to this point at least), maybe Hazel simply don't have that ability.

Hazel started her training sessions by yelling "Shadow travel activate!!" and running face-forward into the walls of dark alleys. She abandoned the idea to the less violent method of simply crouching into shadowy spots
