Probably because Pap would make for an extremely good Gaston if Gaston were nice. Plus, with the way Sans is forever boosting his brother's ego, he'd be Paps' LeFou.
Actually, now that I think about it, the Underfell & Swapfell bros might actually fit the roles almost to a t. I can actually see Red singing the Gaston Song with Papyrus' name replacing Gaston... It's a pretty glorious, if slightly depressing sight...
