Kakashi has more and more speed feats now, so I do not find it unlikely that he could avoid a highly telegraphed Full Power Kamehameha, which even if he used it to his 100% full extent (which, by the way, even though it's name may mislead otherwise, it can be used to a weaker extent, since it can bust the moon and also extinguish fires, but if it's moon busting was used on our planet, a majority of it would be gone, and our planet would no longer be spherical, so chaos would be unleashed and this Roshi would not unleash a moon busting technique on our own planet since he is wise,) he would not do it like shown in the parentheses, and Roshi does not have many more powers outside of that. He can control electricity to a weak extent, but I am pretty sure that Kakashi can avoid that shit, too, even though it is not telegraphed, and that is a technique he rarely uses, and if you could not already tell, the name of the attack escapes me at the moment.
So speed is honestly where it boils down to. And reactions, as well as practicality, and luckily, Roshi's durability is far from Superhuman or beyond since he can break his hip with ease, by even jumping ass-first on SAND. Attack power is where Roshi is clearly the better one, in full power, but I honestly think Kakashi will elude him.
Ultimately, Jiraiya VS Kakashi is honestly the better fight idea.
