Nico from Pop'n Music is a character I cherish. I love nearly everything about him, and I decided to bring him into the pastel color scheme today 'cause it makes everything look oodles cuter!
I think for some reason pastel colors kinda work better with cell shading and thicker lines, almost like the hyper-cutesy styles of Sanrio, Molang, Babaei (Iranian cartoon), and whatnot. It does indeed give a bit more of a soft, cute touch!
