Hi Jes! Sorry for the super long time I took for the comments    
About your entry, it really gives the feeling of happiness; it's curious because usually a rainy themed drawing tends to give the nostalgic/melancholic vibe instead of the cheerful one, but I think the colors and the facial expression of the character made the trick perfectly.
I can see you took into account both the objective of the contest(Draw a Season) and the character likes(rain/gardening/flowers) which is good, you didn't miss a detail and drew her according the references. The concept of the drawing was used by other contestants but it's always interesting to see how the character was portrayed different and the art styles. It may lack the originality but the drawing compensates it with the pretty art style and the cute and lively coloring, also I want to point out that among all the drawings of Lazuli, this is the one where she looks more happier(good for her!).
I think you did an very good job, the flowers look so pretty(with those raindrops and the colorful palette), the background fits the scene perfect and conveys the feeling of being "Seasonal"(just as a curious thing, I relate the rain more with Summer instead of the Spring XD, maybe because Summer is the official rainy season in my country LOL)
