I believe it was part of the theme, its been s long since I've used elementary OS haha

The white wingpanel is part of elementary jupiter but not luna, took a while to find that out but thanks anyways

Decompress thew downloaded file the recompress it to tar.gz format. Then open apperance and drag the package into there
