you unzip them into the folder .icons, that folder is hidden cause of the dot at the beginning, to show the hidden folder press ctrl+h, the .icons folder in your home folder, and then with gnome-tweak-tool you change them

I've copied them to /usr/share/icons and logged off and back on. But my icons haven't changed - they're still the default.

did you extracted the .tar compressed files inside of the zip? you should have two extracted folders Leon and Leon mono dark

Yes, of course I extracted the tar, and I got both the folders. Then copied them to /usr/share/icons... but the icons haven't changed

Never mind, I fixed it by just manually overwriting the icons in the default Elementary theme. It works now
