When I want to achieve effects similar to your work, to this point I have made the simple vector shapes within Illustrator, then transfer it to Photoshop and apply texture to the shapes. Actually，I only use Photoshop to create mask5. As you say，first i made frame vector shape in Photoshop， then i use filters and texture pics to make some texture， at last，apply texture to the shapes and ajust the curse，that's all my workflow. I hope that will help you~
