Liana finds it uncomfortable too. But part of her back story is that she's always wanted to wear things like this. She doesn't plan to let a little discomfort stop, most of the time.

Harley doesn't have that excuse. She just favors a "less is more" approach to clothing. (Although she does like to cosplay and recreate classic pinups.)

Most of my cats are in that catagory. Clothing "binds", pulls sensitive fur, they still sweat and that gets trapped in the fur, much less a proper fit for the tail.
Liana just insists that she wanted to wear em, and she's not going to let a little thing like "comfort" stop her. At least until it's action time. They come off then as they tend to shread.

That's one. A fur-binding "body sleeve" or wrappings is another (often used as underwear with more attractive outerwear). Loose clothing is a third. Special no-catch fabrics (such as polished leather) is a fourth. "Magic fur" is an unrealistic fifth...
