Okay. First off, you'll need to have the button on its own layer. Secondly, for the actions on the button use this code:
on(release) {
nextFrame()
}
To move one frame forward or
on(release) {
prevFrame()
}
To move one frame back.
And make sure you have stop(); on the frame's actions so it doesn't play while picking a scene. I hope I explained this clearly.

You make a frame, set up the stop function in the actions, create as many buttons as necessary for how many scenes you want, and use this code for the actions of the buttons:
on(release) {
_root.gotoAndPlay(insert frame number here)
}
