This was my first "real" Photoshop piece using mostly the pen tool. Simple glare effects were used for the bubbles, along with some blur effects for depth, and a very simple gradient was used for the background. The only somewhat challenging part was the shading on Lugia itself... but that was the fun part.
This picture is about a couple of years old, but still looks fresh and crisp to me.

I believe I just used the paintbrush tool for the shading... it's been a long time so I can't quite be sure. I was experimenting quite a bit back then.
