My thoughts on the issue is that the gorons would leave if asked nicely, but none of the guards want to try to kick one out.

is it really so hard to figure out that gorons are genderless

It took someone telling the way they reproduce for me to figure it out

"But I'm not sure why they let me in." Something tells me that THEY'RE not sure either.

Thoughts on the Gorons (and this took me a WHILE to compose):
Goron reproduction is never touched upon (and for good reason), but since we have seen no female Goron in the 19 years they've existed (IRL), it's safe to assume that they don't use binary reproduction like other species would. The most scientifically accurate gender for a Goron would be asexual: male and female refer to a specific role in sexual reproduction (excluding transgender, which to my knowledge doesn't apply to the Zelda universe), whereas androgynous/hermaphrodite refer to something with both male and female characteristics. Since all Gorons have masculine qualities, they are referred to as an all-male species.
In regards to entering Gerudo Town, the guards are only supposed to keep out voe (I suspect a Gerudo voe like Ganondorf would be an exception). Since Gorons are asexual, they cannot be labelled as either "voe" or "vai", and are immune to the no-voe-allowed law.

A gerudo voe would especially be banned, Ganondorf left a huge impact on Gerudo culture, a mark of shame. Urbosa mentions that.
But apparently no male Gerudo has been borned since Ganondorf, according to the "Creating a champion" book.

personally I think the Gerudo make an exception for Gorons because they covet jems so much and Gorons have those things coming out of their ears.

Well if there are goron females, based on the comments most are unsure, they don't seem to have boobs really, considering that goron in gerudo town is topless too

This is why i see Gorons as Hermaphrodite. They are all male but don't have a female to produce babys. only the male does make and give birth to babys. xD

I thought they just came from rocks. Like, the rocks jsut come to life or something and then Goro baby.

Maybe it's based on the location? Like, if the goron came out of the rock/earth, in one spot, then his son would come out of the same spot, as would that goron's other descendants?

Or maybe if a baby pops out on your property?
"Dum dee dum, just mowin' my law-- hey, what's that?"
*Tiny Goron shoots out the ground.*
"HOLY BOULDERS I HAVE A SON!!!"

I had that very same confusion when I saw it in Gerudo town. I just assumed it was female since there was that no-male rules. But now I think about it, I don't remember ever seeing a female outside of Gerudo town, so I'm very confused again.

XD
the main reason is cause while Gorons identify as male, they technically don't have an actual gender. they're basically rock elementals >>;
they just all use male pronouns
kinda like how the Gems in Steven Universe have no real gender but all identify as female
