Umm... I just did. I started out with a black backrgound and then painted it with blue. Then I used the dodge tool on the blue. Then I adjusted the contrast. Then I took the round paint brush tool and did the stars, and used the star tool to give the star look to some of them. Then I used a Star burst on the largest one. Finally I did the glass frame thing and got rid of the frame. That's why it looks kinda glossy. It took me aout two hours to do it. ^^
