Those are just brush lines (I use wacom to get the line effect)
Add outer glow. I use Color Dodge, or Sreen, It depends on the effects you want.
Blur the end part using a Blur tool ([R]) to get a movement effect and to make everything smooth.
The only thing is not to overdo it. Find some interesting parts in your design that these would work.
