Offspring.  Heck, I'm inclined to say Azula could take Ozai on alone, if she was in a healthy frame of mind when she made the attempt.  She knows everything he does (lightning) and if he's enhanced by Sozin's Comet, then so is she.  But Azula is quicker and lighter on her feet, able to fight without bending (whereas he can sit in a comfy chair rather well) and has much experience fighting others, whereas Ozai has only won one fight, against a thirteen year old who wasn't fighting back.

And if said thirteen year old, now grown and hardened by hardship and battle, was on Azula's side, well... between the two of them, the so-called "Phoenix Lord" would be only so much ash in very short order.

If they can work together my money would be on Zuko and Azula, for all their issues they do make a damned good team when they're on the same side.  It would be very satisfying to see, not to mention cathartic

Assuming Ozai somehow got his Fire Bending back and Azula was sane and wouldn't betray Zuko? Because the last time we saw her she was nuttier than Payday bar.

Alone, neither one can really touch him. Ozai has too much power for azula and too much skill for zuko. However, both of the offspring together have much clearer thoughts and strategy than ozai, since he usually fights with pure force. It will be one hell of a fight, but I think the two of them could take him down. Maybe.
