Pretty much the way that they met was Pumpkin ordered some gear from him, not realizing how much it was, and when he found out how expensive it was tries to steal it. Spyke offers to find him bootleg gear without so much as a fuss, and Pumpkin tries to /steal it/
all things considered, he's not really much of a dick (could be much worse tbh) All he asks from Pumpkin is his assistance in becoming the ultimate smuggler, which would also benefit him

it's kinda both? Cuz it's more or less along the lines of 'you should be my partner, or yknow, I could turn you over to the cops' (are there squid cops??? is there an inkling government?? who knows but now there is)
