I have to agree with RaumKraehe.
Gear down, very steep angle of attack, smoketrails, lots of flaps. That thing isn't going that fast

you might be right
when i post this picture, i heard it was going 170 knots. me just being in high school, was actually thinking it meant meter/second. that was quite dumb i know 
btw, the trails at that speed can easily be affected by the wind. the f-16 was just taking off again after touchdown, so its angle of attack is quite about right for any speed. but, indeed, you were right with the flaps. but i don't think it's a full extend, doesn't look like the right angle.
