it realy depends on what you want to do for your costume ^^
i wanted to have an asian kabuki-feeling to my kyogre version. and together with my group i wanted to form kind of a raid-group out of a MMORPG XD
i was the mage, groudon the Tank, Rayquaza the Damage Dealer and Jirachi the Healer
just conzentrate on the main features of the pokemon ^^
you also have to decide if you want to do gijinka or kemonomimi. gijinka means human version. so no ears, tails or anything a normal human wouldn't have. you have to get the features of the pokemon through hair and clothes
the glowing is something that i did for the first time and i'm sure there are better ways. i searched for Tron cosplay tutorials for the glowing part of my costume ^^

main important is in my oppinion that you get the pokemons main features and the colors right ^^
for kyogre thats blue, a little white with red lines and patterns
and the finds are in my opinion the main feature of kyogre

me too ^^ just that right now in germany all gijinka cosplay you see seems to be of only one designer.... i really like her designs but i'm getting bored from seeing only her designs made to cosplays just because others are to lazy to make their own designs XD

Yeah, I took a picture of a Shaymin gijinka at the last anime convention I went to that someone else designed--and she found it first. She seemed to be very happy (and stunned) that someone cosplayed her design, but I would still rather make my own. I'm trying to do my own Blaziken and Cacturne gijinka right now.

i really love Team Magma XDDD they are awesome and their design looks so cool. right now i still like the old one better but... i will wait for the new editions to judge this XD
