Why is it that every time I try to download these brushes it just gives me speckles and lace? And never gives me the brushes that are actually shown?

I download it, when it finishes I click on the download; takes me to photoshop, and then it just gives me sparkles and lace

That's definitely weird. Can you try following this procedure as best you can to install them?
Alternatively, you can just try loading them from wherever it downloaded...

When I open it it just automatically takes me to photoshop but it never actually loads the brushes

Ah, yeah. As far as I've been aware, Photoshop does not support opening the brush file directly by double clicking on it like a file, and doesn't do anything with it.
Photoshop, as long as I've been using it, requires that you load the brushes.
You can do it as outlined in the guide I linked and selecting your applicable set, or by opening the brush panel and loading the brushes:

But beyond that, if you're having trouble loading Photoshop brushes with the methods I've recommended, you may need to reach out to Adobe support.

SAI does not recognize brushes in this format, actually. If you want to use them, you might be best using the image pack that I have linked in the description.
SAI brushes are supposed to function like a tooltip, while Photoshop can behave like stamps of sorts.

I actually have never tested with PS6 - the earliest version I ever had was 7!
