No idea who the character is, but the outfit looks great.

Its Celes Chere, a playable character from Final Fantasy VI.   

That character is a former soldier of the Gestahlian Empire who was genetically engineered through a "Magitek infusion" process to have the ability to use magic.  Which is significant as in the world of FF VI, the ability to use magic had vanished for the most part 1,000 years in the past due to events that are eventually revealed during the course of the game.

Essentially having been raised and made to be a perfect weapon for the Empire with her special unique abilities and knowing nothing else throughout her life, she was given a generalship in the Gestahlian Empire's army despite her young age.    

Celes is 18 years old at the start of the game.  She is arrested and sentenced to death for treason when she speaks out and rebels against the gross atrocities being committed by a fellow general, Kefka, who had also had a Magitek infusion in the past.  Unfortunately, the procedure wasn't perfected at the time and cost Kefka his sanity, rendering him an utter psychopath and madman.   Unfortunately, Kefka was never removed from his post despite of this and was (presumably) a higher ranked officer in the Gestahlian hierarchy at the time.

One of the other player characters in FF6, Locke,  stumbles across the cell that Celes is being held in prior to her impending execution and of his own initiative decides to free her and help her escape.  

From this point on, Celes joins your party as a traitor against the Gestahlian Empire, atoning for her past actions as one of its generals and fighting against the atrocities that it continues to allow Kefka to commit.  

Despite this, many of her new allies view her with suspicion for a long time, wondering if her change of allegiance is truly genuine or if her treason and defection from the empire is actually an elaborate ruse to insert an imperial spy into the heart of the resistance.
