That depends. If you'd like to use it as a reference to draw from, then sure, I don't mind as long as I get credit for the original
If you want to use it for some roleplaying site somewhere then I'm going to have to say no. I don't like people using my artwork of my personal characters as their own for rps. It's just, these OCs have taken me a long time to develop and having people post my artwork as their character only changing a name irks me. Sorry! D:
