Changes: 
Different color for the hat. If I can, I'll tilt the hat forward, so that it doesn't point up in the front, as I think that looks much better on him, but that's pretty difficult to do. 
Blue clothing parts turned white. 
Added some blue ornamentation to the clothing. 
Shoulders are higher and more angular. 
Black belt around the waist is higher up now. I think it gives him a better, slightly leaner look, as Raiden does look a bit chubby in the original sprites imo. 
Shins are dark grey instead of white. Perhaps I should've made them black to match the arms, belt and head covering, but I would've lost all the detail that's in there. 
Yellow patch on his biceps is blue here.
