The streets of Manhattan are empty. The denizens of what was once a bitter city are all dead, save for a scattering of survivors who live like cockroaches off of the garbage and rubble. Only the sewers survived the initial explosions but the radiation swiftly began pouring in from every drain as burst water pipes spewed forth with their unrestricted flow. In these dark sewers, deep inside the bowels of man's constructs, 4 turtles began to change... Again...
