I don't really understand the lower half of the writing, but the top part is a name. It either says: Sakkarinsan or, it says: Satsukarinsan. I'm leaning more towards Sakkarinsan.
I can only tell you about the hiragana in the bottom part, not the kanji(my Japanese is not that good...v___v; ). I don't know what it means, but this is what I'm reading: go......omedetoo gozaimasu.
So all together, it says: 'Sakkarinsan, go......omedetoo gozaimasu.' That's all I can tell you. Sorry...V____V;
