Description Musée des Transport en Commun en Wallonië, Liège (Belgium), June 17th 2019

Starting in 1838, an early form of public transport available to the inhabitants of Liège was the "Vigilante", a horse-drawn and enclosed cab for hire, so-called because their drivers were always vigilant for new clients.  Until the advent of the tramways in the second half of the 19th century, these early taxi cabs were the only urban public transport available in the city.  Cab 36, built in the late 1800s, remained in service until December 21st 1934, the date the last horse-drawn taxi cabs were replaced by motorised taxis in Liège

It certainly is in Liège, it's quite a hilly city!
