As a newbie to GIMP plug-ins, I'm not sure what to do with what I've d/l'ed, however I did give you a star, as I like the effect.

You should to open this pack in folder C:\Users\Your User Name\.gimp-2.8\curves, then (im Gimp) choose Colors -> Curves and click on arrow button (on the up of the window, next to + symbol). Then, you should to find this effects and click on in twice.
