Bio: In many of the regions such as Sinnoh, Johto, Kanto, etc, there are these little ghost like dolls called Teru Teru Bozu. Crafted with two pieces of cloth or tissue, tied together with some string, is said to bring good weather, and were often used by farmers to bring hope for the harvest, so the sun may shine on their crops. This also became popular in the younger generation, were they would craft these dolls to wish for the rain to go away. If a Teru doll did their job, they were dozed in a drink of sake, then sent down a river for a good life, if they failed to do their job, they were beheaded. In light of this, there is even a song that is sung while crafting these dolls that ask for their help, tell them of their gift, and what shall happen if they fail. Pretty morbid.

Over time, as genetic breeding of pokemon started to rise, farmers and businessmen alike started asking for real Teru dolls, to help control the weather, but to keep them looking as closely to the ghostly Teru dolls as possible. Bioengineers carefully picked out Pokemon to fuse and breed, starting out with shuppet due to their similar look to the dolls, but that wasn't enough. The color was wrong, and they didn't have the abilities needed. They started infusing litwick DNA into the breeding process, resulting in a ghostly white doll, which is exactly what people wanted.

It started out simple, Teru dolls that knew Rainy Day and Sunny Day to help control the weather as needed for the farmers, and it worked wonderfully! These Teru dolls lived happy lives with their owners, changing the weather around the farms as needed. But as with human nature, that wasn't enough, and the creation of stronger Teru dolls was wanted. This is where dolls started being created in pairs, one with Drought, which caused a harsh sunlight to beam down upon the area, and the other with Drizzle, which cause nonstop rains. Though these dolls did not work as others would hope. One doll always had to be in a pokeball was out, or they would overcome the other with their ability, and the weather, once started, would not stop after a few hours or days such as with Sunny Day or Rainy Day, and so, those Teru dolls with Drought and Drizzle were left in their pokeballs and cast away, some where even beheaded as with how old Teru dolls were treated, which is a cruel fate for a living being.

One little Drought Teru doll was lucky, while she was thrown out, cast away like all the others, while her owner was cruel, their child was not, and upon hearing that Teru was to be beheaded, snuck away with her pokeball and released her into a nearby forest, telling her she needed to run, run as far away as she could.

And that's what Teru did. She learned to control her Drought ability, where it would enhance the fire power of herself and others in battle and only in battle, otherwise, the weather did as it pleased, for the most part, occasionally, while travelling throughout the regions, Teru would accidentally cause a temporary drought in whatever region that she was in, but it would soon fade within a few days, sometimes months, but nothing terribly serious. Over time, Teru grew timid, scared of humans, being shooed away, chased, and nearly killed everywhere she went. She grew insecure, lonely, and felted terribly hated. What had she done? She had been created due to the greedy power of humans, and because of it she had to suffer.

Still time went on, Teru never stayed in one place for long, for fear of being hated and found, scared of what may happen to her if she were to settle down. This went on for years upon years, and as a ghost type, she never aged, never died, but never got to grow up and experience the world around her. She grew mentally, learned as the world progressed, but had no one to share her knowledge with, and found out that no matter how much she fought to survive, how many battles she fought, she was unable to evolve. This is probably due to how she was bred to always look like a Teru Teru Bozu doll, which she really hated.

More time passed, and Teru found herself sneaking around a town for food, shifting through walls, only taking what she needed to survive, when she caught wind of a gang call Team Rocket terrorizing the humans. She didn't know what was going on, but she was curious. She had come to hate humans, so this could be interesting to see. It was a band of thieves and misfits, doing what they wanted as they pleased, and while Teru knew nothing of the group, she trailed behind them, and followed them into their base, and basically just asked if she could join.

And that's how she got into Team Rocket.
