This scene belongs to the cartoon serie American Dad! Season 6, episode 3 - "Best Little Horror House in Langley Falls". A Special Halloween episode.
The episode is fine, but for me the best part is when Akiko appears as Chun Li... with special music and all!
Even if you don't like American Dad! I should recommend to check it out.
