Description
She walks the path of the cold, she lives the life of the Northern Witch, she is the Winter.Bestowed with the Disk of the North, a gift of the Frost Gods, an endlessly spinning disk that releases immediate shards of frost to impale her enemies and encase her foes in never-melting prisons of enchanted ice.
Embedded into her pauldrons, the Essence of Winter, a spirit of winter that continuously conjures forth floating ice crystals to deflect incoming attacks; her own personal guard.

Well let me just say I run that thread you posted in "Let me critique your art!." No offense to the other amazing artists who have posted, but there haven't been many whose posted their art and I checked out their other work as a result. That's by no means saying they weren't worthy of it (a lot of people post, I don't have all day) but you are truly a spectacular artist.
Let me start off with the criticism because...there's so much beauty here I think it'd be unfair to add a BUT at the end of it's deserving praise. The background? Kind of dull. I understand the intent, to make your character stand out more. And you did that. But I don't know, just add a LITTLE bit of color? Maybe different variants of a peach color? An orangy type color? Some streaks of some sort? I just feel like the background and it's color hurts the image. Not to say your execution in what you were trying to do didn't come out well, it still looks really nice.
I like the floor though. I think it would have looked better with a slightly different or upgraded background. It kind of has that reflective feel to it, but it's not at the same time. Kind of how you look at a new wooded floor and you SORT of see a reflection. It's a nice touch.
Now the best part of your art. Let me start bottom going up. The dress is amazing. If I have any trouble in art, it's the mastery of making clothes...well look like clothes! There is no doubt that is what she is wearing and it's beautiful. It looks so flowing. And you can even see parts of the leg seep through, it's really detailed.
I love the pattern on the dress as well. I'd love if someone I knew (who was hot obviously, DUH. I don't like ugly women wearing good clothes. Okay that's mean, they can too I guess. I just won't think about them in my alone time).
I am not sure what she is throwing or releasing but it looks cool. I'm assuming your intended purpose was to have it spin and almost come at us? Or coming to her? Either way, it looks animated yet frozen at the same time (it's a sitll image, so it makes sense you chose that. A blur-to-replicate-movement can take away from an image sometimes).
You did nicely on the hair as well. I don't think that needs much comment except it looks good.
The fractal like pieces floating around her are a nice touch. I think that's what did it for me. It added originality and vibrance to the image. It looks really cool, it's actually the reason why I enlarged the image. It caught my eye. Like any good essay, a hook is important to bring the reader in. The same applies to art. You need an extra OOMPH for an onlooker to go "oh wait, what's going on here?"
