Just for a quick recap (and to save some paper), here are Jeri/Spitfire's relationships with each character from "The Powerpuff Girls".
*I also made one with Bia/Elec-Chick, but I'm saving it for much later (at least until I get at least 100 votes in the poll I've made).*
  The Powerpuff Girls (Blossom, Bubbles, and Buttercup)- Best friends & friendly rivals (with Buttercup) : I see Jeri getting along well with the three little heroines, although her relationship with Buttercup also has a bit of a rivalry side because of Buttercup's ego & how she constantly taunts Jeri about having limited theme powers, but that's what makes their friendship more interesting. Jeri is basically like the big sister Buttercup never had (and ironically Buttercup was one of the inspirations for Jeri's character).

Professor Percival Leonard Utonium (the fanon name I dubbed him, at least it's better than "Drake Utonium" )- Friend: Even though the Professor is a science guy, but he's also an obvious superhero fanatic at heart (as seen in the episode "Major Competition" ). So he'll definitely be interested in the Jetstream family history of superheroes & how each member got their signature powers. And I can also see the Professor geeking out when the Jetstream Sisters mention more about their family tree and their connections with other superheroes, because some of their family members were possibly some of his favorite heroes growing up.

Mojo Jojo - Enemy & Rival : "Big shocker" I know. As mentioned before, everyone's favorite big-brained blabber-mouth bonobo (really a chimp) can't stand the feisty redhead with the sassy mouth. Especially when she calls him names that make his blood boil, like "turkey-mouthed tarsier."

   The Mayor - Complicated: Like him or not (and I'm leaning towards more the Not part), one can't deny that the Mayor is a total nincompoop that can get on some people's nerves. If he wasn't a high authority or if Jeri/Spitfire disobeyed the hero's code of what counts as "acceptable" & what counts as "murder," the little pickle-loving querken seed-brained imbecile would be high on the list of people Jeri would want to throttle.
It also doesn't help that the Mayor constantly can't get the Jetstream Sisters' names (both civilian & super heroine names) right, nor does he care if he gets them wrong.

  Miss Sara Bellum- Friend: Unlike the Mayor, Bellum is an authority figure Jeri takes seriously, because not only is Bellum the real brains of the city, but because she has really strong patience to deal with that balding little dodo & his idiocy.

  Miss Margret Keane (like the Professor, "Margret" is the unofficial fanon first name I gave her)- Friend: It's more of a mutual friendship because Ms. Keane is mostly pleased to have Elec-Chick & Spitfire be there for the night shift so the PPGs won't end up falling asleep in her class again (honestly the whole night-shift/night patrol/curfew thing from the episode "Daylight Savings" wouldn't be much of a disaster if the city had back-up heroes before making that an official decision). The sister do show up at Pokey Oaks in both their civilian & super-personas for volunteering at events like Career Day & Electric/Fire Safety drills (even if they set off a few accidental bad examples on the latter, like setting off the sprinklers or getting the costumed mascot on fire).

  Fuzzy Lumpkins- Enemy: What else would one feel if their sibling is a targeted object of affections for a cute, fluffy, but extremely clingy & possessive hillbilly critter who won't take "No" as a solid answer? Even though Bia can take care of herself when dealing with Fuzzy, but Jeri has to protect her at all cost. And that just makes Fuzzy upset that his "future wifey" has that "living giant firebug" as a sister & is yet another obstacle in way of their "true love" (oh brother!).

   H.I.M.- Rival/Enemy/Hate: And that's only how Jeri feels about that creepy flamboyant Frankenfuter cosplaying demon. Meanwhile H.I.M's feelings towards Jeri is more on the creepy stalker territory, but he doesn't want her to be his queen (he is his own queen, and I highly doubt he's interested in love, unless it leads to chaos & drama), but as his apprentice & potential puppet of evil.

The Gangreen Gang (Ace, Snake, Big Billy, Lil' Arturo, and Grubber)- Best friends: At first Jeri was skeptic about these guys being her sister's rehab clients, but after spending some time with each of them, they all became good friends with one another. The gang in return treat her like a sister they never had (well most of them), she even occasionally playfully tease & fight (most through game playing) them like a sister.
However, the smallest member, Arturo, has a one-sided crush on Jeri (sort of like in the same vain as Tito's crush on Georgette in "Oliver & Company" ), which it really annoys her every time he tries to tickle her chin, give her pet-names (like cherry-changa & pepper belle) or give her kissy faces.

   The Rowdyruff Boys- Complicated "Enemies" : Because of the way the Jetstream Sisters don't take them too seriously due to the RRB's "cursed" cuteness. And even though the RRB should consider the sisters as their enemies due to the latter being allies to the Powerpuff Girls, they still can't bring themselves to harm the sisters. As for the "one-sided crush thing," it's more of like a one-sided adoration because of Jeri's "awesomeness" (their words) when on the battlefield. Though they still hate it when the sisters embarrass them in front of crowds, other villains, & the Powerpuff Girls, and they make fun of Jeri for having a "giant butt."

The Amoeba Boys (Bossman, Slim, and Tiny/Junior)- Indifferent strangers: Since the Amoeba Boys literally & figuratively don't have any brains, they don't know what to think of the Jetstream Sisters.
However, Tiny/Junior (the little amoeba with the black hat) has a crush on Jeri because she reminds him of a character from another media he likes.

  Princess Morebuck- Rival & Enemy: No surprise there.

  Sedusa- Rival, Enemy, and Hate: Again, no surprise there either. Sedusa is just one of those villains that are too gone for rehabilitation (her anime counterpart is an entirely different character, so that doesn't help save the original one), and is so on the "Love to Hate" line of villains. And who wouldn't want to see Jeri/Spitfire burn that harpy's tangled locks like a bomb with multiple ignitions (though the smell would be just as awful as Sedusa herself)?

The Narrator- Self-aware friend & stranger: Pretty much the same way all of the other characters react to him. Sometimes they are aware of his exitance & can hear him, but other times they are not & just go along with their daily lives.
