The problem with color in scenes like this is that they become a jumbled mess and the lines and structure disappear. Nothing really flows well and it make the photograph even more busy than it is. Going black and white tames it all down to a manageable level.
Especially this photograph. There is a lot going on in it, and all the colors (flat) just overwhelmed it. There was no real bright colors to work with and the lighting was flat (sun at gone down, but the light level was still quite due to the clouds.

Yes that's so true, with so many lines colour wouldn't be such a good idea, it would make it busier that it is, for sure!
