I'm having a lot of fun getting back into drawing
This is a silly play on dinosaur-to-bird evolution. While many theropods were feathered, they didn't get their flying together for a long time. The use of capes may have been something they tried out in the early stages - unfortunately, fabric doesn't fossilise well so this is yet to be proven.

The Tyrannosaurus Rex Dinosaur has steadily been my favorite species of Dinosaur, past ten years. (I admire how you have used him as a good example of how you are 'getting back into drawing'). The cape with 'cloud effect' is quite cute.
