Actually... the muzzle is said to be the skin tone. And since Rouge has the same colour in her belly, arms and boobs, it is natural for us to regonize that as skin colour. :3
Blaze for example has white muzzle, but her ears has the same skin colour as Knuckles and all other characters mussle colour. ^^
Even in the Sonic Forces Game it is called "Skin colour" when you create your own character.

I understand that some people might see it as a skin color since itβs like that but what it comes down to is that this is the artistβs own interpretation of a fictional anthropomorphic character turned humanoid. What I mean by skin-tone is that when rouge is drawn as a human, there is no OFFICIAL humanized skin tone created by the creators for her themselves, to be drawn a human by. To each their own though I guess, agree to disagree.Β
