It's from the version of the Gondolin story in Unfinished Tales. That in The Silmarillion is too compressed and has no detail, the one from Lost Tales isn't as powerful, and I don't have The Fall of Gondolin yet. (Although I think it mostly quotes from the oldest version.)

For an old fish man, his eyes are gorgeous.
Kidding aside, this piece is really appealing to look at, the blues and greens bringing out the theme of water and ocean life. His wavy hair effectively symbolising the waves of the water; this painting is fantastic!
