Most probably is, or very similar. I used a photo of a manga girl figurine as reference for the dress in 'Draw your own Manga (Honing your style) by Haruno Nagatomo. It includes an interview in the first chapter with Monkey Punch (Kazuhiko Kato) creator of Lupin Sansei ("Lupin III"). In that interview theres a close of Monkey Punch's desk and there's a cute little figurine in a red dress I thought who looks good in red, the sassy Rouge.Took the pose, modified it slightly, added Rouge's physique and her wings and even added a little colar with her heart motif.
