All the faceless people in a decaying city. The blue and the crinkles make the hopelessness more apparent (everybody is 'blue' and the crinkles remind me of 'cracks' in the system/city.) Are these the people that 'fell through'? I wonder what you you painted this on in order to get the crinkles? Very nice work!
