Lineart was done in 10-15 minutes, coloring done in little more so I don't care to point out all the little things that look fucked up.

Hiiragi, the Scribe, is the political leader of the Three Generals. While she was born a mutt herself, her mission is to categorize every species of human on the planet and outlaw all interspecies breeding.

Much of her political strength is owed to Zenaan's military influence, and her ability to catalogue species' traits is supported by Gehenna's magic (as well as powering her shapeshifting ink pen). In return, Hiiragi provides political control to Zenaan and Gehenna over their respective regions, as well as mass blood sacrifices to Gehenna through interspecies war.

While she was chastised as a child for being a half-breed, Hiiragi is far from a tragic villainess and takes an almost nostalgic joy in bullying others. Her desire to keep track of human species began as a hobby, but she quickly became hungry for political power after realizing that it would be impossible to catalogue every single human on earth. She has even stooped to attempting to eliminate endangered species to decrease her workload--"specializing the population."

Her personality is outwardly caring and sympathetic, though this is a facade; she is cruel and uncaring by nature.

Her desire to "specialize the human population" makes her Bruce's mortal enemy.

Notes:

In this case, "human" refers to any anthropomorphized animal of human intelligence.

I'm still in a fog about her dress and its colors especially. It's one of those few things I can't seem to visualize, but I'll come to understand it eventually. Dress elements were--and will be, when I add more--based on scroll design and Aztec gold inscription.
