Wether he's in the pike chair or not, I'd say he'd be voted off nigh-immidiately by the other villains due to his previous strategum of straight-up sabotaging his team. This would naturally derail plans for more competant schemers like Al or Heather.
Unless there is some reason for keeping him around. IE: Distract the land shark.

Most people on the TD Wiki says he's back but I don't see any real evidence.

its unknown if dawn is in, there was at one point where she was confirmed to be in but her name was not on the teams list. so it is possible she could pop in later, but also her voice actor on fb said "its not looking good for dawn.." so maybe they changed their minds(the writers).

That stinks that Dawn is not making it. I think they're just using the final 5 (minus Cody, Harold, and Beth) from every season. Sadly, most of my favorites never really made it to the final 5. Heartbreak.
But if Scott's in it, I'm satisfied and will have hope. Thank you.

well it is "all stars" the one sthat caused the most drama and are most memorable. characters like harold,trent,noah,izzy, don't make that cut. they were old side dishes.
