I don't think I've put this one up here yet.This is MY Riolu... you can obviously tell why. XD I used MS for the lineart, OC for the BG, and I used HP Image Zone to soften and resize it to make it look better.

You will get an egg from Riley on Iron Island that hatches into Riolu. That's the only way to get it. But, if it's a female, you can breed it to make more. But, to answer, it's kind of rare since you only get one.
