Sure! I always use Paint Tool Sai and a tiny little bit of Photoshop (tool Curves mostly).

I'm not a pro at all, staph it, you I haven't ever used instagram, but I'm not sure it is suitable for drawing.

well I have one and I use it for drawings and stuff but drawings aren't really made for instagram

Maybe you should try to use another program? For example, Firealpaca. It looks like Sai. And it is free, btw.
