Well, they are buttons themed like tags. They can be used as personalized links on webpage, they can also be used just as titles or headers.
If you have any trouble using these on Deviant art it may be because you don't have a core membership, however you can freely use this on any other website that you would like.
Sorry if it's a little unclear i'm not sure what you want to do with them!

You may come into some limitations due to the fact that you don't currently have a Core membership on Deviant art, however there are resources on line that can inform you of what you can do on deviant art without a core membership, you will mostly be looking at the HTML coding in these sections due to Thumb sharing is limited with non-core members.

Do:

Non-Premium Widgets

:iconFella-fan: DeviantART used to have a Premium Membership Day about once a year that permitted all members to use nearly all the features that premium members could.  However, premium memberships were changed to Core memberships in August 2015, so it's unknown if there will also be Core Membership Days.  If there are, you'll be able to decorate your profile using the decorations listed in this journal even if you don't have a Core membership!  To find out if there will be a Core Membership Day, you can add hq or Ayame-Kenoshi to your watch list.
