This is quite an impressive oekaki work. MS Paint eh? Only real artists use that program. The Photoshop whores, 3ds Max gurus, and Bryce hags are all blasphemous cheaters. Each and every one of them. I'm always refreshed to see some damn good pixel art like this.

This is simply adorable. I don't really know what to say. I've been overcome by the cuteness of it all. Those eyes... that whimpering little face... his paws! My god, the cuteness!... gah! *falls over gasping for air*
*recovers eventually* ANYWAY... Let's move on. I believe where I find myself most impressed is that this is pixel-art to begin with. Pixel-art is simply an amazing art that must be quite difficult to master, but you've shown quite the expertise here in this picture. I'm also very impressed that you did this in Paint, because... well Paint sucks in my opinion. (Cheap standard software!)
All in all, this is worthy of one of my 'cheers!'

Wow, considering that this was all done in paint I can't really flame it in any way...it is simply too good to be true! This would have taken me ages to do! The eye shapes and fur pattern are amazing for Paint. Your kitty is also well proportioned...and has a very cute facial expression. My only suggestion would be to add a bit more detail on the boot. Perhaps a sole pattern?
